We Care

WE CARE is a public benefit program that assists low-income, disabled and senior households by providing a free in-home weatherization service to help save money on utility bills

WE CARE's free weatherization service may include the provision and installation of the following free conservation measures:
  • Weather stripping around a maximum of two entry doors and four exterior windows
  • Door sweeps on up to two entry doors
  • Water-saving showerheads for all existing showers.

Who Should Sign Up?

There are three ways for Riverside Public Utilities customers to qualify for WE CARE:
  • A full-time resident of your household is a senior citizen.
  • A full-time resident of your household is disabled.
  • Any household that meets one of these requirements may sign up for WE CARE.

What are the Benefits?

Weatherizing your home has many benefits. When the weather outside your home is either too hot or too cold, it can affect the temperature inside your home. Keeping the temperature inside your home at a comfortable level through heating or cooling costs money. Weatherizing helps reduce your heating and cooling costs by protecting the inside of your home from the outside temperature. Other conservation measures and devices may also help reduce your household's electric and water consumption.

WE CARE can help you:

  • Reduce heating and cooling costs.
  • Lower water and electric consumption.
  • Conserve water and energy resources.
  • Save money on your utility bills.
Program Guidelines
  • Program is subject to fund availability and may be cancelled at any time.
  • This program is available to RPU residential customers with a full-time resident who is a senior citizen (age 55 or older) or disabled. If applicant is a tenant or renter, the property owner must sign the application.
  • Customers must fulfill all program guidelines, program specific and general RPU program guidelines, to be eligible for incentives.
  • The weatherization service is free for qualified households once per calendar year, or as deemed necessary.
  • Electric/water customers qualify for all measures; water only customers qualify for water survey and showerheads. Only the weatherization measures needed by the home to increase its efficiency are installed.
  • RPU does not endorse or recommend specific brands, products or dealers nor does it guarantee material or workmanship; acceptance of such is the customer's responsibility.
  • Customers participating in this program may be asked to complete a telephone/mail in survey that is used as a benchmark for energy savings attributed to the program.
  • All General Program Guidelines apply.

Return completed APPLICATION with your payment or mail it separately to Riverside Public Utilities at 3901 Orange St., Riverside, CA 92501.

Following receipt of your application, a Programs & Services representative will contact you to set up an appointment as soon as possible.
